Brewer at Press Conference: Jacques Roy Should Donate Earnings from Cleco Case
Earlier today, Delores Brewer’s campaign contacted members of the media, announcing a press conference at 2:30PM. Apparently, the conference was only open to members of the press and committed Brewer supporters. At least one Jacques Roy supporter was asked to leave after refusing to wear a Brewer sticker on her lapel.

Brewer used the opportunity to lambast Roy, implying that Roy’s work on the Cleco case could represent an ethical conflict and demanding that Roy pledge to donate his earnings to the City of Alexandria.
I am currently awaiting a response from the Roy campaign, but on a personal note, please allow me to editorialize:

- Jacques Roy represents Sam Sansing as his defense attorney in a case against Sansing’s former employer, Cleco. Bridgett Brown and two other lawyers from Baton Rouge represent the City of Alexandria in a suit against Cleco. The two cases are all part of the same narrative, but they each concern two entirely different things. Jacques Roy does not represent the City of Alexandria or EMS, the consulting company owned by David Pugh, and therefore, he does not stand to financially benefit from any rateholder refunds.

If it’s illegal why aren’t Ned, Kelvin, Albin, and Charles F. all in jail? Wouldn’t the Judge have figured this out before he ordered the audit? Does she not think someone would have asked for an opinion?
ONLY THE COUNCIL CAN NEGATE THESE CONTRACTS – THE MAYOR CANNOT. The council has to authorize the mayor to enter into any agreement prior to signing contracts and would therefore have to authorize the cancellation of these contracts as well.
Is she calling for an investigation of these “illegal” contracts and The City? You know – the place she has taken a “Leave of Absence” from?
What an embarrassment for her! Someone is giving her REALLY advice and she made the mistake of following it!
Delores, I have a challenge for you.
You’re chief of staff. Why don’t you go back to work, tomorrow only, and convince the mayor to end the supposedly illegal contracts?
Didn’t you authorize Bridgett’s contract? As Chief of Staff and someone who TRAVELED with the mayor to discuss the Cleco case with the city’s lawyers, aren’t you responsible?

Apparently, you can’t stage a campaign event as a press conference and hope for free advertising on television.
Can Ned fire her even though she’s on a leave of absense? If I was the Mayor or on the city council, I’d ask her to resign for insubordination.
Will she next hold a press conference to ask her husband to return all of the profits he made for selling insurance to the housing authority back to the housing authority?
The issue for Delores isn’t what Jacques is doing as a lawyer — he’s neither the “enemy,” nor is he the problem with city government. The issue is her credibility for telling the truth, and the problem she has with squirrely excuses for not being honest when she’s called out for it.
She’s decided an obviously desperate strategy to reframe the election issues on Jacques (yeah he’s a lawyer, duh…) while the issues people really care about are jobs, crime, city services, traffic planning, utility bills, etc. Trying to focus on Jacques is a (futile) effort to get people to ignore the ignominious track record of the current administration’s current term and her duplicity in its lack of accomplishments.
To those of you on the fence between Jacques and Delores: if you want and like the way things are run now, vote for Delores. If you think it’s time for a change, vote for Jacques.

Sorry, I listened to the entire press conference, and I know the basic facts behind the litigation with Cleco.
Mrs. Brewer manipulated the facts, conflating Jacques’ representation of his client, Sam Sansing, with Bridgett Brown’s work on ANOTHER case.
She implied that Jacques was representing EMS.
She implied that Jacques will financially benefit from rateholder dollars.
These are reckless misrepresentations of the facts. Plainly false.
Jacques is representing a private citizen, defending him against his former employer. It has nothing to do with the trading or the sale of electrical power for the COA by Cleco. The suit Jacques is working on does not benefit rateholders in the COA, only Mr. Sansing.
No, this was a calculated ploy. In the words of Michele Godard, this was a “political stunt.”

Brewer has been trying to brand Roy with connection to Bridget since day one. Chief of Staff Elect, Carroll Lanier will tell that to anyone that will listen. He admits that he knows better.

The simple solution to all of the professiona contracts surrounding the Cleco issue is obvious. Any COA ratepayer can file a suit for unjust enrichment should the scalawags make off with most of the dough. What a turn of events that would be.

Delores continues to show that she is embedded with her Republican big-shot handlers, and has no ability to speak the truth or do anything but recite her anti lawyer tripe. I wonderif the Provosty firm handled her State Farm suit on a contingency or for the exorborant hourly rate? If they did it for free, that is an ethical violation, due to Delores’ position with the City. Delores reminds me of Tricky Dick Nixon.

Today amounted to nothing more than saber rattling and a chance for Delores Brewer to say publicly that she did not like Bridgett Brown. In fact, the entire first half of the speech dealt with Bridgett Brown. This city is much larger than Bridgett Brown, and there are many other viable, real issues that must be addressed, along with a plan to deal with those issues.

Referencing Roy’s “rule of the skunk” I believe it best he divest himself of any associations with the EMS crowd. Becuase the claims are so intertwined it is hard for the average voter to grasp the true divisions of same.

the very idea that roy would make sansing utility director is insane. All sansing is is an ex-enron type trader who broke a contract with cleco. Since there is no more electricity trading of any scope, appointing him with the enron habits of roundtrip trades and singular focus on trading bonuses which the city can not afford would reveal an inherent stupidity of roy even considering him for a post. Sansing knows almost nothing about running an electric system. As for Pugh, anyone with any dealings with him knows his flag is the jolly roger. I think roy would also have to distance himself from the cleco mess to take an objective viewpoint if he is elected. apparently, he certainly knows all this being quite intelligent. When he is elected he MUST move to a meritocracy and eschew the old Alexandria spoils system approach, otherwise we are going from the proverbial frying pan to the fire. Brewer’s efforts smacks of desperation, although it was chambers who was around when EMS was hired for info of group.
As for the TT summarizing the cleco case, that would be an absolute joke since they have consistently refused to tell both sides of the story. why would they go objective now? Of course since Newhouse(i wanna be Citizen Kane) is gone , maybe i am being a little too cynical. However B. gunn thinks he’s up for a pulitzer so don’t hold your breath on any objectivity. Lamar, I find it a bit ironic that you with your personal TT experience, would think objectivity is in the TT portfolio of attributes.

If Roy can question Brewers’ family dealings, why can’t she question HIS and his family’s dealings.
Release the contract and let the public decide if he stands to benefit from a verdict against CLECO.

Harold WAS the chief of staff when EMS was contracted. That is not the issue. Delores HAS PARTICIPATED in the process in her capacity as Chief of Staff and when she returns from her leave of absence to that position will continue to participate. If these two contracts are SO ILLEGAL then when doesn’t she call for an Attorney General’s investigation? Oh – wait I forgot she might be implicated!
I can’t wait to hear the next version of her now famous visit with the attorneys in Baton Rouge.
The intended consequence of yesterday’s press conference was to “confuse the voters.”
There were a few logical fallacies that need to be addressed.
First, Mrs. Brewer defended her statement at a City Council meeting by claiming she could not divulge “confidential legal information” that she was not authorized to release to Bridgett Brown.
In the very next statement, Mrs. Brewer states that Bridgett Brown already knew this information anyway.
So wait… Brewer couldn’t divulge the information to Bridgett Brown even though she believed that, as one of the COA’s laywers in the case against Cleco, she probably already knew this information anyway.
Let’s not forget, either, that Mayor Ned Randolph issused a statement that essentially retracted and corrected Mrs. Brewer’s statements. A copy of this statement can be found here:

Next, Brewer tells us that the real reason she refused to answer Mrs. Brown’s questions is because, well, she just didn’t like the way Brown’s contract was set up with the COA (neither do I).
But regardless of how her contract was set up, Brown is still one of the COA’s lawyers on this case.
I can hardly see how publicly withholding and misrepresenting the details of a meeting between the mayor and the two other lawyers in Baton Rouge is justified. Obviously, the information was not sensitive and/or confidential, and as Brewer stated, she believed Brown already knew about the meeting.
So the question remains: If Brown ALREADY knew about the meeting, why did Brewer state that the meeting was just a matter of happenstance?
Bridgett Brown knew it was a pre-planned meeting. That’s why she responded to Mrs. Brewer’s claims by asking how Brewer expected anyone to believe that her and the mayor just randomly bumped into their lawyers in a city the size of Baton Rouge.
Confusing narrative, to be sure.
But if you think about Brewer’s statements and you line up the facts, it still doesn’t add up.
Secondly, no one denies Mrs. Brewer’s right, in a political campaign, to ask questions of her opponent’s professional career. But if anyone, Mrs. Brewer, as Chief of Staff, should understand the ins and outs of the Cleco case well enough to recognize that Bridgett Brown and Jacques Roy are not representing the same client. Totally different cases.
Or, to clarify, not only do they not represent the same clients, Jacques Roy does not stand to gain from any rateholder refunds.

With an independent auditor on the job he loses his ability to recharacterize legitimate transactions as inappropriate. be interesting to know when he sold out his ems interest…before or after the auditor selection. funny, if i am not mistaken, it was after that when roy started running hard for mayor. another sign of how smart he is. (i.e. he knows when to fold a loser)

Funny – they were founded in April 2004 and had a change of officer in May 2004. Seems like Pugh didn’t need Sansing for more than 1 month – long enough to get HIS contract with the City in place.
Check from CLECO???? What check??? Aren’t we still in the midst of an audit to determine if we’re even getting a check or god forbid the City’s owes them money???

the mayoral election needs to be about Alexandria and its future and that should be what the focus is on. yes, she did this and that; and, yes, he did this and that. okay – the question is how does all of this and that effect the future of this city. lets focus on this city’s future and ways to make it a better place for us to live in and make people and businesses want to move here.
it seems to have all boiled down to who is the biggest bully at the playground on any given day.
OK – here’s what I can piece together from Council minutes and parts of articles Billy Gunn has written about the Cleco lawsuit to put things into a condensed timeline:
6/21/05 – The council went into executive session to discuss pending litigation. When they came out Councilman Fowler did not return.
6/23/05 – Billy writes a story stating the City had filed suit and would use 2 Baton Rouge attorneys and 2 local attorneys who would split 35% of the proceeds 5 ways.
9/23/05 – Harold, Darrell and Sonny were fired. Delores moves up the ladder. Remember this date people!
10/15/05 – Sam Sansing counter sues Cleco in an action called a reconventional demand.
1/14/06 – All parties agree to have an audit.
3/7/06 – The Council, authorizes the Mayor to sign amendment 1 with EMS to their contract. Delores was Chief of Staff at this point! The amendment reduced the amount of funds EMS would retain should the City be owed any money by Cleco.
6/29/06 – Town Talk reporter Billy Gunn reports Bridgett Brown was the attorney for EMS prior to becoming the attorney for the City. As EMS’ attorney she would have split 50-50 any portion of the money EMS received as part of their contract.
07/11/06 – Judge orders audit to go forward which is where we are now.
Sorry – I couldn’t find the original date Cleco sued Pugh and Sansing. I did see where another former employee involved in trading was suing Cleco for improper dismissal, but he is not part of the suit.
As I listen to the raw audio footage I have to wonder if Mrs. Brewer has EVEN READ the contracts?????? How does 1/5th of 35% = 10%? Does she not know how to do simple math?????
Also, since she WAS the Chief of Staff with EMS’ contract was amended to reduce the amount of funds EMS is due to receive under this contract does she not know whether it’s 50% or 35% or 33%??? Is this selective memory again?
Sansing is NOT an owner of EMS. He apparently hasn’t been since May 2004 according to the Secretary of State filings. Does this woman not read? Does she not do any research before she opens her mouth?
You are wrong. BB gets 10% and depending on who you ask EMS gets 33% or 50%. If you do the research the combined total of all attorneys and EMS equals 85%, which means the utility fund would get a wopping 15% for the citizens of Alexandria.
We can solve this problem without Brewer or Roy. All we need is for one lonely ratepayer to file a suit against all involved for “unjust enrichment.”
The ratepayers getting 20 cents on the dollar is the saddest part of the whole deal.
That makes so happy to know that these attorneys have our (the people of Alexandria who would like the utility fund to be all that it can be) thoughts in mind. I guess 15% is better than nothing. Maybe the attorneys/EMS could use their 85% on a waterslide downtown.
To those who think Sansing or Pugh could be UD under Roy:
Read the Charter – neither man is qualified as they are not degreed engineers.
The qualifications for directors are laid out in the charter, hopefully Roy has studied carefully and will appoint accordingly.

Delores did all those things single-handedly? Gee, she doesn’t need to be mayor, she needs to be canonized!
Also on 3/7, 06, the council approved a contract with KJA, owned by Pugh, for public relations services. This is the very same meeting where EMS, owned by Pugh, agreed to reduce their contingency fee to 15 percent. looks a little like some negotiation went on with mr. Pugh about the fee reduction. maybe not ,but no one has commented on the coincidence.
I don’t understand why you people spend your days and nights on this blog only to argue about nonsense. Why don’t you just vote for who you want and stop trying to critize the other candidate?

Anything?? Does she teach Sunday school?? did she volunterr at ther childrens schools?? Work for habitat for hummanity?? work at the food bank?? pick up trash from the highway?? Anything that she wasn’t directed to do by the city and paid to do?? Anything??
Even better. Name anything that Roy has done that is considered volunteer work. What organizations has been affiliated with besides law stuff. What has he ever done for this city besides sue it. Why did he enter in this race at the last minute? Why has he stated that he wants to be in Washington in 4 years? The coucil will run amuck in the year+ time it will take to learn the ropes of the city. The learning curve is tremendous. Ask anyone who has ever worked with the city elected leaders. Why won’t you people elect a good person that can do this job? I know why. You would like to see a democrat in office. That is why Roy entered in late. He was the third person that antoon and his bunch approached to do this job. Roy is smart but he is not calling the shots. Why can’t you people see that. The story of Jobe comes to mind. Why do bad things happen to good people? Delores has done nothing but give back this city. She has helped so many people. Delores Brewer is a good person and she can do the job better than Jacques Roy. I just wish that you could see what Roy represents. Lamar has said that Delores is a good person on several occasions but he slams her and calls her a liar in public on this blog. Why do you people get so caught up with political affiliation and not about who is a good person with the right qualifications. I hope that you know what you are doing by trashing a good human being.
