Simple explanation. The letter was scanned by the TT and probably saved in jpeg format. It was then edited to contain only the salutation, body, and closing of the letter. The date was omittted along with the red, white, and blue City emblem that would have been at the top of the letter. Don’t know why they would have done it…a conspiracy I’m sure.

looks to us like the date probably was cropped out. as you see they cut the letter it pretty close. must have been a scan.
