  1. The article tells is what we already know. The effectiveness of the mayor is enitrely dependant on a radical change in the MO, and I submit the membership of the Council. Regardless of the mayor’s talent and leadership ability, a council moved by self-interest and ego severly curtails creative leadership and potential progress.

    I assume the corollary is also true: that with a well consituted council of properly motived essentially honest people, a bad mayor’s damage is severly limited.
